Kenner man arrested for Contractor Fraud, Theft, and Issuing Worthless Checks

 Kenner - On Friday, July 18, 2014, the Kenner Police Department arrested Robert Carl Dye, 56, owner of “Ro-Kay Concrete,” of 71 Nassau Avenue, in Kenner, and charged him with the crimes of Contractors Misapplication of Payments (2-counts), Theft (1-count), and Issuing worthless checks (1-count). 

 In June 2014, Dye contracted to complete work for three residents on Carmenere Drive, in Kenner.  Dye’s contract with the residents included the price of all work and material including concrete, which was paid to him by the property owners.  The concrete was delivered and poured at each job site.  Dye paid the concrete company with what was later determined to be a check from a closed personal account.  As the result of the bad check, the concrete company then sent a letter to each property owner informing them that a lien would be placed on their property until the concrete was paid for. 

 Also in June 2014, Dye accepted payment from a 95-year-old victim (Kenner resident) to repair a side walk.  Dye initially met with the victim and quoted a price of $300.00 to repair the sidewalk, at which time the victim gave Dye a check for the work which he cashed.  Before any work began on the property, Dye returned to the victim’s residence and informed the victim that the he had miscalculated his estimate and expenses and needed an additional $300.00 which was paid to him.  To date no work has been performed. 

 Dye was interviewed by Kenner Police Detectives Mike Jackson and Jeff Adams and admitted to the misapplication of payments.  In addition, Dye admitted he knowing issued a worthless check to the concrete company from a closed personal account.  Dye also admitted to having been paid to complete work for the 95-year-old victim which he never performed. 

 At the time of this press release, Dye remains in custody, no bond has been set.  It should also be noted that Dye is a convicted and registered Tier 3 sex offender.  Dye was convicted of the crime of sexual abuse in October 1989 in Missouri, and failing to register as a sex offender in July 2012 in Louisiana.
