 Kenner Police arrest two concerning separate rape complaints

 Kenner - the Kenner Police Department has arrested two people concerning two separate rape complaints involving children. 

 On Thursday, August 21, 2014, Horace Lee Foster, 47, who provided an address of 6525 Veterans Boulevard, Metairie, was arrested by the Kenner Police Department and U.S. Marshal’s Gulf Coast Regional Task Force.  Foster was arrested on a warrant obtained for his arrest after a female child victim came forward and reported that between September 1, 2009, and August 3, 2010, Foster engaged in vaginal / penile sexual intercourse with a person 12 years old.   Foster is also accused of fondling the victim.  Foster was charged with the crimes of aggravated rape, sexual battery, and indecent behavior with a juvenile.   The victim first reported the rape to Kenner Police in November 2013.  Foster was interviewed by Detective LaShonda Woodfork and advised he has an addiction to crack cocaine, and not sure whether he engaged in sexual intercourse with the 12 year old victim or not. 

 On Friday, August 22, 2014, Johnny Zuniga-Pacheco, 28, who provided an address of 3668 West Louisiana State Drive, Kenner, was arrested by the Kenner Police Department.  Zuniga-Pacheco was arrested on a warrant obtained for his arrest after a female child victim (6-year-old) reported that Zuniga-Pacheco utilized “pink stuff” (lubricant) to engage in sexual intercourse with her.  The sexual acts occurred at an apartment in Kenner.   Zuniga-Pacheco was charged with the crime of aggravated rape.  This rape was reported to Kenner Police on August 9, 2014.  Zuniga-Pacheco was interviewed by Detective Joseph McRae and admitted that he utilizes a lubricant in a pink bottle when he engages in sexual intercourse with others, but denied the rape. 

 Both Foster and Zuniga-Pacheco remain in custody; no bond has been set.
