Captain Minvielle was
raised in New Orleans. He began his career with the
Kenner Police Department in December 1980 and was assigned to
the Airport Division. He attended the LSU /
P.O.S.T.
Basic
Training
Academy
in 1983 and was assigned to the Patrol Division in 1990. In 1994
Captain Minvielle was selected as the Report Screening Officer
and in 1995 was made the Community Relations / Crime Prevention
Officer, and appointed as a Public Information Officer. As the
Crime Prevention Officer, Captain Minvielle was certified by the
National Organization of Black Law Enforcement Executives to
teach Officers Cultural Diversity, and by the Southwestern Law
Enforcement Institute to teach Ethics in Law Enforcement.
In April 1996 Captain Minvielle was appointed
to the Field Services Bureau as Staff Officer. He was promoted
to Sergeant in December 1996 and appointed Commander of the
Internal Affairs Division and a member of the Chief’s Staff.
In December 1998
Captain Minvielle completed a three month Police Staff and
Command Program at Northwestern
University in
Evanston, Illinois.
He was promoted to Lieutenant in August 2005
and in July 2008 he was appointed Support Services Bureau
Commander, managing the Jail Section, Communications Section,
Applicant Investigation Unit, the Office of Training and
Development, and the Community Education Section. He was
promoted to Captain in November 2010 and remains assigned to
Support Services.
Captain Minvielle has earned certifications in
Statement Analysis, Computer Voice Stress Analysis, as a Crime
Prevention Practitioner, and several levels of the Department of
Homeland Security’s National Incident Management System. As a
P.O.S.T. Instructor, Captain Minvielle is also certified to
teach in Police Academies.
